Being a person who is able to transform into a woman at will, Uruki has had a lot of time to get used to his feminine side. He even embraces it to a certain degree (such as when he walks around half naked at the temple and Tomite yells "PUT SOME DAMN CLOTHES ON AND HAVE SOME RESPECT FOR PUBERTY!") even though he hates being a seishi, at least at the beginning, and tries to escape his destiny. Despite trying to get away from it, however, he uses his powers to kill thoughtlessly, knowing that these are the powers that foreshadow his destiny in the first place. He has a very turbulent heart that, deep down, resents his father, but as seen in Uruki's tearful uttering of his name at the beginning of the series, this may be less of a hatred for his father than for himself.
As much as we women may hate it, females have always been seen as the "weaker sex". We are certainly seen as more emotional and passionate, at least if literature and the arts are any indication. As "manly" as Rimudo may be in appearance and with the power of wind, his personality is much more feminine in this respect. He is always clinging to the past and is ruled by his emotions -- desire for vengeance against his father, love for Takiko, or otherwise. He's also pretty particular about his appearance and very possessive of Takiko, as seen during the brothel arc.
Uruki's character, of course, is the character for woman. Before this series came out, everyone assumed that Takiko and Tomite were together and that Uruki was female. After all, what kind of guy would have the character for "woman" as his celestial symbol? Well, only a guy that's part girl. :')
