Uruki's main power is control over the wind. Aside from this, however, Takiko makes about 2987239487 references to Uruki being "like the wind", as in difficult to grasp and hard to hold onto. The subtlety of the metaphor is astounding, clearly.
According to Symbolism.org, air's general symbolism is related to the masculine archetype and the active Yang element. Even in Greek mythology, the wind gods are all male. This is interesting because it is so contradictory to Uruki -- Rimudo can only use his wind powers when in female form even though wind itself is a masculine element. I guess all of this is meant to contribute to Uruki's duality and contradictory nature, which is even apparent in his tendency to deny how he really feels and act like a jerk even when he doesn't want to.
There was no real reason to give Uruki the power of wind. Watase pretty much came up with all of the seishi powers on a whim, it seems like. But given the wind's volatile nature, it seems to fit someone as generally ill-tempered as Uruki.
The wind is the intangible, the intransigent, the insubstantial and the elusive.
Certainly, Uruki is all of those things. You can feel wind, hear wind .. sometimes even see it. But you can never hold it or capture it because wind is motion. The moment it stops moving, it ceases to exist. This is exactly like Uruki, which is why assigning him/her the power of wind is so poignant.
